Constitutional Background

The total revision of the constitution in 1999 has consolidated the four existing constitutional texts into one document. The text has been approved by the new parliament (elected in March 1999) in June 1999 and is in force since 1 March 2000.

We still keep the old (repealed!) documents for comparison. 

History and News

  • 15 October 2018: Constitutional amendments (Art. 18 para 3 and 4).
  • 1 March 2012: Constitutional amendments (Art. 1 para 3, Art. 14 para 2, Art. 23, Art. 46 para 1, Art. 49, Art. 53, Art. 58 para 2 and 6, Art. 94 para 2, Art. 95 para 1 and 2, Art. 118 para 3, Art. 126, Art. 128).
  • 1 October 2007: Constitutional amendments (Art. 9 para 3, Art. 38 para 1).
  • 1 June 2007: Constitutional amendments (Art. 35 para 1, Art. 90 para 1 and 3).
  • 1 March 2000: New Constitution in force.
  • 11 June 1999: New Constitution adopted.
  • 1995: Finland becomes Member of the European Union.
  • 17 July 1919: Constitution adopted.
  • 6 Dec 1917: Independence (from Russia).
