Constitutional Background

The Constitution of Malta was adopted after the Independence from United Kingdom on 21 September 1964. Since then the Constitution has been amended 26 times.
In Malta the President, who has very limited powers, is elected by parliament.

  • 28 May 2021: 26th constitutional amendments (Art. 92).
  • 2021: Constitutional amendments (Art. 52a, 61a, 66, 86).
  • 2020: Constitutional amendments: Following a review by the Council of Europe's Venice Commission, the constitution was amended to reduce the powers of the Prime Minister (Art. 48, 64a, 78, 85, 91, 91a, 92, 96, 96a, 96b, 97, 100, 101a, 101b, 101c).
  • 10 July 2019: Constitutional amendment (Art. 91a).
  • 19 Feb 2019: Constitutional amendments (Art. 92, 94).
  • 18 June 2018: Constitutional amendment (Art. 9).

  • 1 May 2004: Malta becomes member of the European Union.
  • 14 July 2003: Constitutional amendment to provide for Malta's accession to the European Union (Art. 65).

  • 31 Jan 2000: Constitutional amendments (Art. 22, 23-31).
  • 15 July 1997: Constitutional amendments (Art. 107 para 4, 108, 123, 124).
  • 13 Dec 1974: Revision of the constitution: Malta became a republic within the Commonwealth with executive authority vested in a Maltese President.
  • 21 Sep 1964: Independence from the United Kingdom. The constitution was adopted.
